Climate Action Plan Update

SDCP Member Agency Grant Program

The San Diego Community Power (SDCP) Member Agency Grant Program is administered by the University of San Diego, through the San Diego Regional Climate Collaborative (Program Administrator). This program aims to support SDCP's seven member agencies in achieving their climate action goals by providing funding for initiatives related to clean energy adoption, carbon emissions reduction, climate equity, local economic development, and energy resilience.

About the City of Imperial Beach Climate Action Plan (CAP)

The City of Imperial Beach Climate Action Plan (CAP) was adopted in 2019. This plan outlines strategies to reduce greenhouse gas emissions by 4% below 2012 levels by 2020 and 42% by 2030. The CAP also aims to align the city’s efforts with the state's goal of reducing emissions by 80% by 2050. The statewide targets used for the CAP are derived from the Governor's Executive Order S-3-05 (EO S-3-05) and the Global Warming Solutions Act of 2006 (AB 32). Beyond environmental benefits, the CAP is expected to positively impact the local economy, health, and natural resources. It was developed in conjunction with updates to the city's General Plan and Local Coastal Program, reflecting its broader commitment to sustainability, economic growth, and environmental preservation.

To keep the CAP current and effective, the city plans to update its greenhouse gas emissions inventory and develop new emission reduction strategies. This process will involve community outreach to gather input and ensure the plan remains aligned with local needs and priorities.

This project will support the city's Climate Action Goals by implementing section 5.0 of the CAP, which requires a comprehensive CAP update and evaluation by 2025. The update will include course corrections to meet the 2030 GHG emissions reduction target and identify post-2030 targets, strategies, and measures to align with state targets.
