9th Street Enhancement Project

About the Project

The 9th Street Safety Improvement Project is a roadway safety improvement project along 9th Street from Calla Avenue to the Southern terminus of 9th Street at the Naval Outlying Landing Field (NOLF) and is just over one (1) mile in length. The improvements are similar to projects around the region that result in observable improvements to lower driving speeds and increased bicycle and pedestrian safety. Primary improvements include buffered green bike lanes and curb pop-outs, and enhanced crosswalks with Rectangular Rapid Flashing Beacons (RRFBs). This is typically accomplished by reallocating underutilized vehicular lanes.

The project is expected to commence mid July 2024 in approximately nine phases beginning on the south side of 9th Street.

Review and Approval Process

On November 2, 2022, the project was reviewed by City Council and Council directed staff to conduct additional community outreach for the project. Subsequently, workshops were conducted to enhance community outreach and ensure that the community’s feedback would be incorporated into the project design. The project has incorporated the design features and considerations provided by both the Council and the community, particularly by maximizing parking, enhancing crosswalks, improving sightlines, and adding decorative landscaping features.

On March 15, 2023, the project was once again reviewed by the City Council. Council approved Resolutions No’s 2023-16 and 2023-17, which authorized an amendment to the Circulation Element, approved a Coastal Development Permit, and provided for a categorical exemption pursuant to the California Environmental Quality Act (CEQA) for the project. With approval by the City Council, the project was able to move forward with completing the engineering and final design.

On February 21, 2024, staff presented an update on the project design to the City Council.

In May 2024, the project construction was advertised for bids that same month and a public bid opening was scheduled for Tuesday, June 11, 2024.

On June 18, 2024, the City Council considered a resolution to award the construction contract for the 9th Street Enhancement Project to Tri-Group Construction and Development, Inc.

Project Funding

This project is made possible by a State Active Transportation Program grant, Transnet funds and SB1 funds for a total project of $4,786,500.

Project Updates & Activities 

Regular updates will be provided. 

Construction of this City of Imperial Beach infrastructure project is set to begin Monday July 22, 2024 and is expected to be completed by Summer 2025.

Work will start on the south end of 9th Street and sequentially advance northward to the northern project limit at Calla Avenue.

9th Street Traffic Control Changes – Donax Avenue and Elm Avenue

As part of the ongoing 9th Street Enhancement Project, the City will implement traffic control changes at the following intersections to improve safety and traffic flow:

  • Elm Avenue will change from a 2-way stop to a 4-way stop
  • Donax Avenue will change from a 4-way stop to a 2-way stop

These changes will take effect Thursday, September 25, 2025. Updated signage and temporary warning signs will be installed to help drivers adjust. Please use extra caution when traveling through these intersections. These modifications are part of the broader 9th Street Enhancement Project, designed to create a safer and more efficient roadway.
