City Council Election Districts

City of Imperial Beach City Council District-Based Election Changes


Beginning in 2020, Imperial Beach City Council elections transitioned from at-large voting to district-based voting. The City has been divided into four districts, and only the voters residing in a district will decide who will represent that district. The Mayor will continue to be elected by all voters in the city, regardless of a voter's residence location. Voters from Districts 2 & 4 will elect Council Members to represent Districts 2 & 4 during the November 3, 2020 General Municipal Election. Council Members that were previously elected in 2018 will continue to represent the City at-large until the November 2022 election.

Ordinance Number 2018-1178


On December 5, 2018, the Imperial Beach City Council adopted Ordinance Number 2018-1178:

An ordinance of the City Council of the City of Imperial Beach, California establishes a by-district election process in four council districts while continuing with an elective office of Mayor pursuant to California elections code section 10010 and California Government Code Sections 34871(c) and 34886 and amending Imperial Beach Municipal Code Title 2 (administration and personnel) to provide for city council election districts.

 Public hearing to receive input concerning district maps for City Council elections
district boundaries, introduce (1st reading) Ordinance No. 2018-1178 establishing a by-district 
election process in four Council Districts while continuing with an elective office of Mayor.  The 
City Council adopted district-based elections for seats on the City Council and selected the 
"Rose B" map with the following election sequencing: Districts 2 and 4 up for election in 2020 
and Districts 1 and 3 up for election in 2022.
